Abstract

The main goal of this essay is to analyze weak spots of the Bogotá P.O.T. (Territorial Ordering Plan) that will allow the recognition of the necessary tools for optimizing the use of space. This tools have not so far being used with the importance by them represented. Today it is vital to recognize that the subject of the environment is a key for all development processes and that the P.O.T. still has not developed the direction, scope and operational mechanisms in this direction where landscape is a perceptual catalyzer and integrator. It not only is to find the word environment in each one of the documents and components of the plan, it is more like finding the operational system of simple tasks like the planting of a tree as an answer of the culture of each community.
